The financier bought a smaller island - Little St James - originally in 1998, but acquired the larger adjacent island in the year 2016 for around $22.5 million.
These photos suggest he had drawn up plans to develop the sprawling island by building homes, an open-air theater, an office beneath the waves and a pool.
Visible on the blueprint is a local waterway, a waterway in the US Virgin Islands, noted on the lower right-hand corner.
The site plan is marked up in notations in red and includes a notes section detailing various areas of the land.
Accompanying this are what appear to be nine other site drawings and construction drawings, including layouts for dock shelters.
